بيان مشترك صادر عن وزراء خارجية جمهورية مصر العربية، ودولة قطر، والمملكة الأردنية الهاشمية، ودولة الإمارات العربية المتحدة، وجمهورية إندونيسيا، وجمهورية باكستان الإسلامية، والجمهورية التركية، والمملكة العربية السعودية، بشأن الانتهاكات الإسرائيلية المتواصلة في قطاع غزة
يعرب وزراء خارجية جمهورية مصر العربية، ودولة قطر، والمملكة الأردنية الهاشمية، ودولة الإمارات العربية المتحدة، وجمهورية إندونيسيا، وجمهورية باكستان الإسلامية، والجمهورية التركية، والمملكة العربية السعودية، عن إدانتهم واستنكارهم بأشد العبارات للانتهاكات الإسرائيلية المتواصلة في قطاع غزة، ولاسيما استهداف المرافق والمنشآت الصحية، والاعتداء على البنية التحتية المدنية، واستمرار سقوط الضحايا المدنيين، بمن فيهم النساء والأطفال، في انتهاك جسيم للقانون الدولي، بما في ذلك القانون الدولي الإنساني.
ويؤكد الوزراء أن استمرار هذه الانتهاكات يمثل خرقاً واضحاً لالتزامات إسرائيل بموجب القانون الدولي والخطة الشاملة لإنهاء النزاع في غزة، ويقوض الجهود الدولية والإقليمية الرامية إلى تنفيذ المرحلة الثانية من الخطة، خاصة في أعقاب إعلان فخامة الرئيس دونالد ترامب، رئيس الولايات المتحدة الأمريكية، قبول الفصائل الفلسطينية خارطة الطريق، بما في ذلك ما يتعلق بحصر السلاح، ويهدد بنسف المسار السياسي، وإعادة دوامة التصعيد، وتعميق الكارثة الإنسانية التي يشهدها قطاع غزة.
ويشدد الوزراء على أن حماية المدنيين، وصون المرافق الطبية والعاملين في القطاعين الصحي والإنساني، وضمان وصول المساعدات الإنسانية والإمدادات الطبية والإغاثية إلى جميع أنحاء قطاع غزة بصورة فورية وآمنة ودون عوائق، تمثل التزامات قانونية لا يجوز الإخلال بها أو الانتقاص منها تحت أي ظرف.
ويؤكد الوزراء أن الانتهاكات الإسرائيلية المتواصلة في قطاع غزة لا يمكن النظر إليها بمعزل عن الاعتداءات التي يرتكبها المستوطنون في الضفة الغربية المحتلة، والتوسع الاستيطاني غير القانوني، والإجراءات الأحادية الرامية إلى تغيير الوضع القائم في القدس المحتلة. وتشكل هذه الممارسات، مجتمعة، سياسة ممنهجة تستهدف فرض أمر واقع بالقوة، وتقويض الأسس التي يقوم عليها حل الدولتين، وتهميش الحقوق المشروعة للشعب الفلسطيني، في انتهاك صارخ للقانون الدولي وقرارات الأمم المتحدة ذات الصلة.
كما يجدد الوزراء دعوتهم إلى المجتمع الدولي، ولا سيما مجلس الأمن، إلى تحمل مسؤولياته القانونية والأخلاقية، واتخاذ إجراءات عملية وفاعلة لإلزام إسرائيل بالوفاء بالتزاماتها بموجب القانون الدولي، بما في ذلك القانون الدولي الإنساني، وقرار مجلس الأمن رقم ٢٨٠٣، ومحاسبة المسؤولين عن الانتهاكات الجسيمة، بما يسهم في حماية المدنيين، وصون فرص استكمال تنفيذ الاتفاق، وتحقيق وقف دائم لإطلاق النار.
ويشدد الوزراء على رفض دولهم القاطع لأي محاولات لضم الأرض الفلسطينية المحتلة، أو فرض السيادة الإسرائيلية عليها، أو تهجير الشعب الفلسطيني الشقيق قسراً، ويؤكدون أن السبيل الوحيد لتحقيق السلام العادل والشامل يتمثل في إطلاق مسار سياسي جاد يفضي إلى تنفيذ حل الدولتين، بما يكفل إقامة الدولة الفلسطينية المستقلة ذات السيادة على حدود عام ١٩٦٧، وعاصمتها القدس الشرقية.

Joint Statement Issued by the Ministers of Foreign Affairs of the Arab Republic of Egypt, the State of Qatar, the Hashemite Kingdom of Jordan, the United Arab Emirates, the Republic of Indonesia, the Islamic Republic of Pakistan, the Republic of Türkiye, and the Kingdom of Saudi Arabia, on the Ongoing Israeli Violations in the Gaza Strip

The Ministers of Foreign Affairs of the Arab Republic of Egypt, the State of Qatar, the Hashemite Kingdom of Jordan, the United Arab Emirates, the Republic of Indonesia, the Islamic Republic of Pakistan, the Republic of Türkiye, and the Kingdom of Saudi Arabia, express their strongest condemnation and denunciation of the ongoing Israeli violations in the Gaza Strip, particularly the targeting of healthcare facilities and medical infrastructure, attacks on civilian infrastructure, and the continued loss of civilian lives, including women and children, in grave violation of international law, including international humanitarian law.
The Ministers affirm that the continuation of these violations constitutes a clear breach of Israel’s obligations under international law and the Comprehensive Plan to End the Gaza Conflict, undermines international and regional efforts aimed at implementing the second phase of the Plan, particularly following the announcement by US President Donald Trump that the Palestinian factions accepted the roadmap, including the provisions relating to the confinement of weapons, and threatens to derail the political process, reignite the cycle of escalation, and further deepen the humanitarian catastrophe in the Gaza Strip.
The Ministers stress that the protection of civilians, the safeguarding of medical facilities and personnel working in the health and humanitarian sectors, and ensuring the immediate, safe, and unhindered delivery of humanitarian assistance, medical supplies, and relief aid throughout the Gaza Strip constitute legal obligations that must not be compromised or diminished under any circumstances.
The Ministers further affirm that the ongoing Israeli violations in the Gaza Strip cannot be viewed in isolation from the attacks carried out by settlers in the Occupied West Bank, the unlawful expansion of settlements, and the unilateral measures aimed at altering the status quo in Occupied Jerusalem. Taken together, these practices constitute a systematic policy aimed at imposing a fait accompli by force, undermining the foundations of the two-State solution, and marginalizing the legitimate rights of the Palestinian people, in flagrant violation of international law and the relevant UN resolutions.
The Ministers also renew their call on the international community, particularly the United Nations Security Council, to assume its legal and moral responsibilities and take practical and effective measures to compel Israel to fulfill its obligations under international law, including international humanitarian law, and UN Security Council Resolution 2803, and to hold those responsible for grave violations accountable, in a manner that contributes to protecting civilians, preserving the prospects for completing the implementation of the agreement, and achieving a permanent ceasefire.
The Ministers further stress their categorical rejection of any attempts to annex the Occupied Palestinian Territory, impose Israeli sovereignty over it, or forcibly displace the brotherly Palestinian people. They affirm that the only path to achieving a just and comprehensive peace is the launch of a serious political process leading to the implementation of the two-State solution, including the establishment of an independent and sovereign Palestinian State based on the 1967 lines, with East Jerusalem as its capital.
